BUSINESS MISSION TO BRAZIL

São Paulo and Brasília

Team Finland network invites Finnish companies in the Circular Economy sector to join a business mission to Brazil (São Paulo and Brasília), from 10–13 May 2026.

This visit provides a unique opportunity to engage with the world’s 10th largest economy through a circular lens. With strong regulatory momentum, growing institutional coordination, and private‑sector engagement, this an exceptionally favorable moment to discuss and advance Circular Economy initiatives in Brazil. The program will combine high‑level events, site visits, and executive meetings, aiming to foster strategic partnerships and unlock new market opportunities across both the public and private sectors.

Why Brazil?

Brazil has recently advanced a robust regulatory and policy framework that significantly strengthens its pathway to a Circular Economy. The federal government established the National Strategy on Circular Economy (ENEC) in 20241, creating Brazil’s first nationallevel guidelines focused on reducing waste, preserving material value, and promoting sustainable production and consumption. This was followed in 2025 by the approval of the National Circular Economy Plan (PLANEC), which operationalizes ENEC through 71 concrete actions across innovation, regulation, financial incentives, waste reduction, and intergovernmental coordination.

 

At the same time, sectorspecific policy progress—most notably the 2025 plastics decree mandating 32% recycling of plastic packaging and 22% minimum recycled content starting in 2026—signals a strong regulatory push to expand recycling infrastructure and stimulate circular business models. Together with Brazil’s ecological transformation agenda and industrial modernization policies, these initiatives show clear and coordinated federal commitment to embedding circularity into national development.  

On the business and market side, momentum is equally strong. Brazil has cultivated an active ecosystem of companies, consultancies, and industry associations engaged in circularity. This was further amplified by Brazil hosting the World Circular Economy Forum 2025, during which a range of industry guides, tools, and reports were launched, aligning Brazilian businesses with global best practices. Brazil’s current circularity rate of roughly 1.3% 2 highlights vast opportunities for investment in recycling, remanufacturing, and resourceefficient value chain.

Participation fee

To cover the costs of arranging the visit to São Paulo and Brasilia, a participation fee of
EUR 580 per person
, plus a EUR 20 management fee, will be invoiced.

The participation fee will be invoiced by the Ministry for Foreign Affairs after the visit based on the actual costs and will not exceed the amounts listed above. Please note that the participation fee does not include delegate’s flights, accommodation, or meals outside the visit program.
